Rules for a first name in Moroccan records

  • The civil status law of 2021 (law 36-21) sets the rules. A first name must not offend morals or public order.
  • It must not be a family name or a name that invites ridicule, nor the name of a town, a village or a tribe.
  • Two first names at most, registered together, such as Mohamed Amine or Fatima Zahra.
  • It comes before the family name, with no title such as Moulay, Sidi or Lalla, and no number.
  • The old law 37-99 required a name of "Moroccan character". The 2021 law no longer sets this condition. Amazigh names were already accepted: an Interior Ministry circular of April 2010 counts them as Moroccan names.
  • Since a decree of 2023, a civil status officer can no longer refuse a name outright. A doubtful name is recorded for the time being and sent to the High Commission for Civil Status, which accepts or refuses it and gives its reasons.
  • Declare the birth within 30 days in Morocco. Moroccans who live abroad have one year, at their consulate.

Good to know

  • Moroccan papers show the name in Arabic letters and in Latin letters. Ask for the same Latin spelling as on the local birth certificate, so the passport and the papers of the country where you live match.
  • The main spelling is the one most used in Moroccan records, which follow French spelling. The other spellings are common abroad.
  • Most Moroccan names are Arabic words: the meaning given is the meaning of the word. For Amazigh names, the meaning given is the one most often given by specialists, and some names have more than one explanation.
